administrativia: anti-spam measures on LogReport lists

I've just reconfigured the LogReport lists
{announcement,development,questions,commit}@logreport.org (see
http://logreport.org/contact/lists/ for info on these lists) to deal
more sanely with spam.

The announcement at logreport.org list is now read-only: only posts from
the LogReport people are allowed.  The commit list is now set up
similarly: only commit messages from people having commit rights on our
CVS are allowed.  On the development and questions lists, only posts
from people subscribed to the list are automatically distributed to the
list.  Posts from people not on the list, are forwarded to the moderator
(listmaster at logreport.org).  If the post is suitable for distribution
(i.e.: if it is not spam), the message gets posted.

When deciding wether a message is legitimate for automatic distributing,
only the envelope-sender address is inspected.  (Generally, this is the
same as your visible From address.)

I hope the spam problem our lists (and we all) have been suffering from
is solved now.
