new LogReport mirror added

Hi,

Thanks to the Tilburg University ( http://www.uvt.nl/ ) we now have a
second mirror of the download section of our website, on
http://download.logreport.org/pub/ .  Downloading the LogReport software
is now even more reliable.  (The extra DNS A record points to
a host aka non-gnu.uvt.nl .)
