timestamp bug fixed, bugfix release

Hi,
The bug as reported by Wytze had been fixed in current cvs. I just
uploaded a new tarball on http://logreport.org/pub/ . (Regard it as
a bugfix release.) Some code cleanup in the handling of timestamps
has been done. We now assume the loglines are timestamped in
UTC time, if no information about timezone is available. This happens
for services using syslog for timestamping their logs. qmail and
apache don't do this, and generate an explicit timezone tag.
Egon, could you take a look at lr_dlf2xml? I adjusted lr_dlf2raw, but
didn't touch lr_dlf2xml.
