Currently, we support lire on systems without any xml tools.  We'd have
to decide if we keep supporting this.  (I'd vote for yes.)  If we do,
we should ship pre-typesetted $REPORTTYPE.description.$LEVEL.$LR_LANG.txt
files.

Idea sounds good, btw.
