New Dia ** ERROR **: Could not create per-user Dia config directory

If you get this error with the new version of Dia (0.91) while trying to
build the debian package from CVS:

** ERROR **: Could not create per-user Dia config directory

It means that it's trying to create a directory /root/.dia because fakeroot
confuses it to the point that it thinks its home directory is root's.
Solutions could include making a symlink from there to the home directory
of the user doing the actual build or making a /root/.dia that's writable
for that real user.
