Branch for 1.3 bug fixes

Hello everyone,

Since some initial checkins for the SQLite-based implementation were
made to HEAD, and since this isn't going to be released soon, I've made 
a branch for 1.3 bug fixes.

To obtain a CVS checkout synced with the 1.3branch, you would use the
following command:

cvs co -r lire_1_3_branch -d lire-1.3branch service

This would check out service in a directory named lire-1.3branch, all
commits and actions in that directory would be made against the
lire_1_3_branch.

All 1.3.1 fixes should go on that branch. I will merge periodically the
1.3 bug fixes onto HEAD.

There is a section in the Developers' Manual about how to work with CVS
branches.
