libxslt is needed both for HTML and PDF output. (PDF output has two more
requirements: jadetex and jade)

I don't know why the -devel RPMs would be needed. When I tested it,
I was able to install the libxslt and libxml2 RPMs without their -devel
counterpart. The explanation could be that you already had installed the
-devel RPMs, you would then get a dependency problem when you upgrade
the libxslt RPM but not the libxslt-devel one. (It is probable that
libxslt-devel requires a libxslt with the same version). Remove the
-devel RPMs (if you don't need them for another purpose) before
upgrading the libxslt and libxml2 RPMs.

Was libxslt 1.0.9 installed prior to running that command?
