KOI8-R encoding in reports

Hello!

I am trying to create my own report. It would be nice to make it in
Russian, but I cannot generate it.

My actions:
1. I have copied /usr/share/lire/reports/email/tracked-recipients.xml to
/usr/share/lire/reports/email/tracked-recipients-volume.xml and edited
it (see attachment). I have just changed encoding to KOI8-R in <?xml>
tag and replaced first word in the <lire:title> tag with a Russian one
in KOI8-R encoding.
2. I have edited /etc/lire/email.cfg to include
tracked-recipients-volume report.
3. I have compiled koi8-r.enc file for XML::Parser module and put it to
/usr/lib/perl5/site_perl/5.6.0/i386-linux/XML/Parser/Encodings
directory.
4. I have run 

lr_run lr_log2report -o html sendmail </var/log/maillog >report.html

and gotten empty report. See output.txt in the attachment.

Can anyone tell me what is the problem with my report? Is this a right
place for this question or I should address it to development mailing
list?
