This should be the path to the DTD _file_. So if the DocBook DTD was
really installed there, it should probably read:
LR_DBK_XML_DTD=/usr/lib/sgml/docbook.dtd

Well, the FHS standard probably says that XML/SGML files should
installed under /usr/share/sgml in directories of their own.
Looking at your other variables, I would suggest to unpack the docbook
DTD in /usr/lib/sgml/docbook-xml-dtd-4.2/
But you can do whatever you want, as long as LR_DBK_XML_DTD points to
the correct 'docbook.dtd' file.
