The debian package is heavily outdated anyway, dixit the maintainer.

Hey, don't forget "run the whole shebang locally, without any email
involved". Separating the packages doesn't look a priority to
me. Giving this choice at config-time would be OK for me.

Not unconditionally anyway: Not everyone wants to run a responder.

The topaz lire setup is going to change anyway: The logs go
unanonymized to hibou and the report back. This is probably OK with a
Joost-run topaz, but I deem it unacceptable if the intersection of
hibou admins and topaz admins is empty.

I'll do one of these:

 - Make the logs go anonymised
 - Run lire locally
   (I expect negative progress if I do this, I expect hibou runs
    something more recent than the Debian package.)
